With reference to my telegram 104 of September 11, paragraph 4, the Prime Minister's newspaper "Depéche" published ab article on September 2, he added "Preparations which give food for through" which claimed that South Vietnamese troops on the Cambodian frontier had been greatly increased and asked why this should be so.
