Sihanouk has still made no comment, after ten days, on the Vietnam developments. The most likely explanation for this seems to be that he wants to maintain the possibility of Phnom Penh's being chosen as the site for American-North Vietnamese talks, but his echoing silence may well also result from uncertainty about where things are now heading and what the implications will be for Cambodia. It is equally curious that he has not as yet referred to the shooting down of an American aircraft off the Cambodia coast on 1 April , nor has this incident yet been mentioned in the Press.
