The Cambodians were continuing to insist that the Viet Minh had not gained advantages from the recent discussion in Phnom Penh . As reported in our sarvingrmm 455, the Vietminh had created an opportunity ,for continuing future contacts with Cambodia, presumably with the eventual objective of establishing some from of representation there.
