Usher (deputy director, S.E.A affairs) referred 2nd September to forth coming United States Cambodian talks on military aid. The state department anticipated a request from the Cambodia for some from of jet aircraft programe and expected there would be some implicit or explicit threat that Cambodia would take up offer from the Chinese communists if the United States did not meet their request. |
