Summary / Abstract :

Foreign Office and State Department agree that demarches already made in the three capitals have had good effects and that Sihanouk is apparently having second thoughts. They propose to arrange a co-ordinated approach by British, United States and French Ambassadors in Saigon and Bangkok to urge that Sihanouk's suggestion of discussions should be accepted and that no further reply be made to his accusations.
