Lacey told us this morning of instruction sent to Bowles last night for the final rounds of talks which he said concentrated on two points.
A) Since the strengthening of the ICC was the Hub of the immediate problem , Bowles was to press for Sihanouk to make an officials statement making clear his wish that this should be done. |
