On 21 July I asked Nguyen Van Duc, the newly appointed permanent observer for Vietnam at the United Nations, whether he thought that anything could be made of the proposal from Sihanouk which the security council mission had transmitted. Duc said he was hopeful that the Vietnamese and Cambodia positions could be reconciled.
