Summary / Abstract :

In letter to President of Security Council published July 8 Quat denies Cambodian charges that Vietnam deliberately sacked and bombed Tralock Bek May 18, June 11 respectively, Quat stated. However, that some rockets used in near by operation in Vietnam could have gone astray. He offered compensation and propose mixed Vietnamese Cambodian investigation commission to look into these incidents.
