Department had no evidence of any high-level agreement between the Cambodian and Vietcong, and hirschfeid personally doubted very strongly whether such an agreement existed. He added that the actual situation along border made it almost inevitable that Cambodian border guard units would come to some working arrangements with the Vietcong in their general area.
