Ho Chi Minh's continued absence in the Soviet Union was intriguing the fact that it had been necessary to state publicly that he was not ill suggested that he probably was. It seemed the only reasonable explanation, even though indications prior to Ho's departure for Moscow were that his health had considerably improved.
