We took Unger's reference to keeping the reaction in perspective's as clearly meaning that in future the US, whilst not taking Cambodian protest lightly, would have a perspective in which to place them, and would therefore be able to control an excessive reaction to the "Dissimulation and disavowals" they might contain.
