It is highly desirable that if embassy is to approach Cambodians we be authorised to leave with them a piece of paper setting out what we have said. Otherwise there is a risk misunderstanding don part of Cambodians as information percolates upwards to Sihanouk and the risk of willful misrepresentation is also increased.
