On the instructions of my government, I have the honor to transmit herewith, for the information of the members of the security council, the following text of the statement of the Royal Government of Cambodia dated 25 November 1967: "For several years the American Press has been conducting a systemic campaign against Cambodia which is accused of violating for the benefit of the Vietnamese national resistance the essential rules of its policy of strict military neutrality.
