The Vietnamese are refusing to permit the former president of Cambodian National Assembly, Chau Sen, Kok Sal, now a refugee in Vietnam, to region his family in France. They would like to make this old friend of Prince Sihanouk the Head of an Anti-Khmer Rouge Cambodian Government that they would help install in power.
