The period under review has been dominated by the effects of Vietnam's First with China -Vietnam has launched what can only be described as a major diplomatic offensive to improve its relations with the West (Particular Asean and the USA) Culminating in hastily organized visits by premier Phan Van Dong to the ASEAN countries beginning in September.
