Summary / Abstract :

The U.S is worried that the fall of the Kampuchean capital, Phnom Penh, might lead to a war between the Soviet Union and China. A State Department authorised by the secretary of State. Mr. Vance claimed the Vietnamese invasion of Kampuchea was a clear violation of territorial integrity and called on Vietnam to withdraw its forces.
