We called on General Adenan (Director General Political Security of Foreign Relations, Department of Foreign Affairs) and discussed points on Kampuchea set out in O.Ch864354. He said that during his recent visit to Hanoi he concluded that the Vietnamese were not willing to Bargain about Kampuchea.
