ICRC told us December 18 that it has received report of defections by PRK officials known to ICRC through their roles in relief efforts. ICRC officer (DUFOUR) stated that former chief doctor in Battambang was now in Khmer Serei border area and that aid official from Phnom Penh had turned up in Khao I Dang.
