President: We had a similar problem in Cambodia. We started with over 400 and had reduced it to about 75 when the time for evacuation came. we were prepared for 600 Americans and 300 Cambodians.
Kissinger: We offered cabinet members in Phnom Penh a change to leave and without exception they stayed even though they were on the assassination list. |
