The confession of Chhay Cheng aka Phat, soldier of Division 502, implicated Kay, commander of Platoon 3, Division 502. Kay and he received Oeun's plans to build up more forces, to steal and hide weapons and to plant mines at Pochentong in an attempt to kill foreign guests.
