Summary / Abstract :

Pol Pot's Government no longer controls more than a small part of the territory of Cambodia or commands the obedience of more than a fraction of the Cambodian people. Clearly therefore his government can not be regarded as an effective government in Cambodia and does not fulfill our criteria for recognition.
