Summary / Abstract :

1) Jean Paul Vogels was indeed attached to the ministry of foreign affairs as an Ec technical adviser-subsequently, he worked with andrew Ellis on the initial planning stages of the European role in 1998 election. I understand that he was worked with the UN both in the former Yogoslavia and with UNTAC , where he was attached to the civil administration component ( I believe that Ms My Miyamura knows him).
