Thai Representative in Phnom Penh had been instructed to inform Cambodia Government that the Thais were prepared to enter into discussions on all matters between the two countries and on the understanding that: (i) Cambodia would indicate status of their representative, (ii) meeting should take place in Bangkok or New York, (iii) Discussions should be attended also by a third party to be appointed by the secretary general of the united nations.
