Laos: Mr. Sebald asked a series of questions about our attitude to american policy and whether we had any proposals to make. He invited an a account of our general thinking on the Laotian question. The secretary replied that we shared the general feeling of frustration over the lack of progress in Government and the failure so far to establish any workable machinery for ensuring Laotian neutrality. for Thailand and Neutralist, the secretary mentioned recent reports of Cambodia overtures to Thailand suggesting that Thai protection from communist interference would best served by Thailand embracing neutralism.
