Cambodian Armed forces needed to be built up to the point where they could act as a "deterrent" to Thai or South Vietnam aggression. Give the possibility that Sihanouk was talking loosely it was inconceivable that five million Cambodians could support forces anywhere near the level of south Vietnam or Thailand.
