Sihanouk said that Chou En- lai and Pham Van Dong had both given specific and emphatic assurances that they had no insertion of interfering in the internal affairs of Cambodia. Sihanouk "Laughed aseptically" when Macdonald asked him whether he had any confidence in the sincerity of the communist representatives.
