Summary / Abstract :
|
In August 1962, Sihanouk proposed that the Geneva conference on Laos be reconvened to draw up international guarantees for Cambodia's independence, territorial integrity and neutrality. In September, after he received discouraging replies (from the western powers), he said he would be satisfied either with: (a) bilateral guarantees, or (b) an agreement following the text of the Laotian accords which could be signed by each of the Geneva participants in its own capital.
