Prince Sihanouk has proposed on international conference involving the whole of south east Asia, to end the conflict an to curb communist expansionism . At a press conference in Phnom Penh on April 30, 1969 he gain drew attention to the continuing Vietnamese communist infiltration into Cambodia and aid for the Cambodian communist rebels( Red Khmer) .An operation against the infiltrators was conduct in Ratanakiri province headed by Lon Nol.
