The Vietnamese communists do not appear to have finalized their political -military strategy in Cambodia, but their intention is clearly to maintain the maximum range of political and military alternative. Their possible objectives range from creating a military threat and subversive situation in which the present Cambodian government see no alternative to negotiation an accommodation meeting the mission needs of the Vietnamese communists, to displaying that government either directly or through ''National liberation movement '' (With or without Sihnaouk)
