Public Atmosphere in Phnom Penh at least is violently anti-Vietnamese main streets are covered with poster depicting Cambodia attacking Vietnamese communists there are some indicators that government may be trying to damp down feeling against Vietnamese communists generally.However, an uncertainly in weighing up governments attitude towards negotiation is that how they assess likely outcome of Vietnam war or they still depense against having future communists neighbors . In Vietnamese communists action , there are several elements which can be interpreted as favoring negotiation.
