Summary / Abstract :

Stron drew attention to Sihanuok’s suggestion on 5th July that the Americans had in effect sabotaged proposal for direct Cambodia Vietnamese negotiations. Sihanouk surprised, said this was exactly what the Vietnamese representative Hieu had told them. Hieu had said the Americans wanted the whole thing called off.
