Phnom Penh , Cambodia , June 16 -France will not negotiate with King Norodom Sihanouk as long as he remains in voluntary exile in Thailand . The interpretation here is that the King's sudden flight from Cambodia in support of his demands for independence amounts to as ultimatum which France cannot accept.
