Thieu said he saw no problem about delivery of weapons, bout that he understood that Cambodian forces needed mines, barbed wire, engineer material, and especially communications. He remarked that Cambodia were interested in recruitment of ethnic Cambodians in Vietnam and he thought this could be handled, but should be properly coordinated.
