The Vietnamese concern with border security is understandable and so is Vietnamese impatience with Cambodian failure to Co-Operate in maintaining it. This seems to rule out any practical common approch to border definition in the immediate future . As regards security measures the Cambodians still maintain that they are precluded by their neutrality policy from joint operation with the Vietnamese..
