Chay Chev of Thmei village, Poban sub-district, Koh Thom district, Kandal province, joined the CIA in 1970 with Nam being an introducer. Chev built up two people: Heng Seng Hong and Heng Phann, who were networks of Leng Bav. Chev joined company 36, battalion 112, and communicated with Kour and then Huot Se. From 1972 and 1975, Chev connected with Pang, Ut Saroeun, Uk Tem, and San. After that, Pang introduced Chev and connected the network with Leat and built up 3 forces. After the liberation of Phnom Penh, Chev reconnected with the old network and provoked conflict between 170 and 703. In 1976, they incited problems and brought the grass-root areas into confusion at the maritime. They all got poised to flee and concoct plots to liberate Phal.
ចាយ ចេវ កើតនៅភូមិថ្មី ឃុំពោធិបានស្រុកកោះធំ ខេត្ដកណ្ដាល បានចូលសេអូអា ១៩៧០ ដែលមានណាំដូជាអ្នក បញ្ចូលហើយកសាងកំលាំងបាន ២នាក់ឈ្មោះ ហេង សេង ហុង និង ហេង ផាន់ ដែលពីរនាក់នេះជាខ្សែរបស់ ឡេងបាវ ។ ចេវ បាន ចូលក្នុងកងអនុសេនាធំ ៣៦ វរៈ១១២ហើយបានភ្ជាប់ខ្សែជាមួយគួរ ក្រោយមកបានទៅទាក់ទងខ្សែ ហ៊ួត សេ ។ ១៩៧២-១៩៧៥ ចេវបានភ្ជាប់ខ្សែជាមួយប៉ាង, អ៊ុត សារឿន, អ៊ុក តែម, សន បន្ទាប់ប៉ាងបានឧទេសនាមឱ្យភ្ជាប់ខ្សែជាមួយ លាត ហើយកសាង កម្លាំងបាន៣នាក់ ។ ក្រោយភ្នំពេញរំដោះ ចេវ ភ្ជាប់ខ្សែ ចាស់ឡើងវិញ ហើយបានបង្កទំនាស់រវាង ១៧០ និង ៧០៣ ។ ១៩៧៦ នៅសមុទ្រពួកវាបានបង្កទំនាស់និងអុកឡុកនៅតាមមូលដ្ឋាន ក្នុងអង្គភាពដល់ ១៩៧៧ ពួកនេះត្រៀមរត់និងដាក់ផែនការរំដោះ ផល។
