Chea Bun aka Buon, chief of Kbal Thnall construction 2, confessed that in July 1975, Ly, working in big unit, battalion 762, joined the meeting and accepted traitorous plan to build up traitorous forces in battalion 762; moreover, Ly carried out treacherous activities such as burning down factories in Phnom Penh City, shooting dead combatants in special zone, and provoking conflict. Ly took plan to collect rice and to prepare troop in order to get ready to establish the Free Party in July 1975.
ជា ប៊ុន ហៅ បួន ប្រធានសំណង់ទី ២ ក្បាលថ្នល់ បានសារភាពថា លី នៅកងធំ វរសេនាតូច ៧៦២ បានចូលរួមប្រជុំទទួលផែនការក្បត់ អប់រំកម្លាំងក្បត់នៅខែ៧-១៩៧៥ កុ្នងកងវរសេនាតូច៧៦២។ លី បានធ្វើសកម្មភាពដើរដុតរោងចក្រនៅកុ្នងក្រុងភំ្នពេញ បាញ់កង ទ័ពនៅភូមិភាគពិសេសនិងបង្កទំនាស់។ នៅខែ៧-១៩៧៥ បានទទួល ផែនការប្រមូលអង្ករត្រៀមទុកតាមកន្លែង ប្រមូលកម្លាំងត្រៀមរៀបចំ បក្សសេរីនៅខែ៧-១៩៧៥។
