The anti-revolutionary plots were made: strengthening Hanoi forces, convincing soldiers and female soldiers, people and public to provoke conflict with the authority. Persuading soldiers to count on Hanoi forces would be necessary to use expanded network of Zone 304, which prepared Chinese-made grenades and damaged riffles by acting in collaboration with network of 304. This would lead to a complete occupation. In case of causing leak of information, all had to escape to the South Vietnam-Cambodian border. The military strategies were to advance into the country, especially Zone 304, before receiving both military and logistic military assistance from South Vietnam.
ពួកក្បត់បដិវត្ដមានផែនការមួយចំនួនដូចជាពង្រឹងពួកហាណូយ អូសទាញយុទ្ធជន យុទ្ធនារី ប្រជាជននិងមហាជនឱ្យខៃទំនាស់ជា មួយរដ្ឋអំណាច។ អូសទាញកម្លាំងយោធាដោយផ្អែកលើពួក ហាណូយជាសំខាន់ ប្រើខ្សែភូមិភាគ៣០៤ដែលទាក់ទងបាន ត្រៀមផលិតគ្រាប់បែកចិននិងកាំភ្លើងខូចៗសហការណ៍ជាមួយខ្សែ ៣០៤សណ្ដើមភូមិភាគ៣០៤រួចឈានទៅវាតទីដណ្ដើមទូទាំងប្រទេស។ក្នុងករណីបែកការណ៍ត្រូវគេចទៅព្រំប្រទល់កម្ពុជាវៀតណាមខាងត្បូង។យុទ្ធវិធីវាយគឺខាងក្នុងប្រទេសពិសេសភូមិភាគ៣០៤ ផ្ទុះមុនទើប វៀតណាមខាងត្បូងជំនួយទាំងទ័ពនិងសម្ភារៈ។
