Unlike most other documentaries that look at the ideology of the Khmer Rouge and the role of Pol Pot in establishing the same, this film sheds light on the role of the international community in allowing the Khmer Rouge to exist and carry out atrocities. As a U.S. member of Congress interviewed in the film states, the Khmer Rouge was a tool which served the purposes of the U.S. in keeping the Vietnamese out of Cambodia. However, thereafter, the international community was answerable to explain why this "monster" was allowed to persist. Cambodian officials interviewed in the film concede that the Vietnamese did not invade Cambodia but liberated the nation from the Khmer Rouge. The role played by the international community during the Khmer Rouge regime is critically examined.
